In recent years, General Secretary Xi Jinping has attached great importance to and made important instructions on standardization work for many times. Qingdao’s standardization work has been highly valued by the leadership of the CPC Qingdao Municipal Committee and Qingdao Municipal Government, and has taken a leading position nationwide through continuous innovation and development. In November 2015, the Standardization Administration of China (SAC) and Qingdao Municipal Government signed the Memorandum of Understanding, which proposed to support Qingdao to organize international standardization forums and conferences, and carry out standardization talents exchange and cultivation. In 2016, the 124th Executive Meeting of the 15th Qingdao Municipal Government adopted the opinion on holding the Qingdao Forum on International Standardization on a regular basis. In 2018, the provincial government issued the Implementation Plan for the National Pilot of Comprehensive Reform on Standardization, and proposed to support Qingdao to hold the Qingdao Forum on International Standardization every two years. In 2020, SAC explicitly supported Qingdao to continue to hold the forum in the Reply to Qingdao Municipal Government on Continuing to Support the Standardization Work of Qingdao. 

  The Qingdao Forum on International Standardization (QFS) is supported by the International Electrotechnical Commission (IEC), the International Organization for Standardization (ISO) and the International Telecommunication Union (ITU), and is positioned as a high-end international standardization platform held regularly. So far, the forum has been successfully held in 2017, 2019 and 2021, gaining influence in the field of international standardization and formed a brand. Its general theme is “Standards Create Value and Enable Shared Development”. The theme of each forum is determined according to the theme of the World Standards Day and standardization issues attracting broad international attention. The Qingdao Forum on International Standardization will give full play to the active roles of standardization in improving global governance and promoting sustainable development. It will also integrate with the Belt and Road Initiative, serve the “new development dynamic with domestic circulation as the main stay, and domestic and international double circulation reinforcing each other”.
