"I have met several mayors at the Standardization Administration. Everyone came here with his team to talk about their standardization work, which impressed me a lot!"  Recently, Luan Xin, Deputy Mayor of Qingdao, and Zhang Jie, Director-General of Qingdao Administration for Market Regulation, led a delegation of Standardization Department of QAMR and Qingdao Institute of Standardization to Beijing to report their progress on international standardization. According to Tian Shihong, Deputy Director of the State Administration for Market Regulation, Qingdao pays much attention to standardization, no matter who leads the team, he always gets the work going forcefully, and the international standardization work of Qingdao is top-ranked in China.
The CPC Qingdao Committee and Qingdao Municipal People's Government have always paid attention to the standardization work. Under the leadership of Qingdao Administration for Market Regulation, Qingdao Institute of Standardization has implemented the "Standardization+" strategy. And it has pushed ahead the international standardization work and attracted some high-end standardization institutions including VDE and UL to Qingdao to help the city with its innovative urban construction based on international standards. At present, related organizations in Qingdao have led stipulation of 13 international standards, including four in ISO field, five in IEC field and four in other international organization field. The international standardization work has provided technical support in the city’s high-quality development and high-level openness.  Luan Xin, Deputy Mayor of Qingdao, says in the report that Qingdao is preparing the 2021 Qingdao Forum on International Standardization. The forum’s date, theme and form have been preliminarily determined. Qingdao is preparing some important events, such as "International Standardization Outstanding Contribution Award Ceremony", "China-British Standardization Cooperation Conference", etc. He hopes that Qingdao will get generous support from SAMR. Furthermore, since the launch of the ISO International Standardization Training Base (Qingdao), Qingdao has successively held five ISO-related training activities, three IEC training and seminars, and four international standardization training activities of Shandong Province, Shanxi Province and other provinces and cities. Now it is hoped that SAMR can help promote the agreement with the ISO Central Secretariat over the 2021-2023 ISO international standardization training project plan.  Deputy Director Tian Shihong expressed support for the various proposals made by Qingdao. Qingdao Forum on International Standardization has already had a positive response in international standardization. The forum will refine the plan, and the sub-forum will echo with the main forum. The President of the British Standardization Organization has agreed to hold a Sino-British Standardization Cooperation Conference in Qingdao in 2021, and the Standardization Administration of the People's Republic of China will fully assist with invitation of foreign high-level guests. It is hoped that Qingdao and the Standards Innovative Management Department will discuss the holding time and invitation plan for foreign guests as soon as possible. As for the ISO International Standardization Training Base (Qingdao), Deputy Director Tian Shihong said that this is the first and only international standardization training base jointly launched by ISO and one of its member countries. It is hard won and needs to be treasured. The Standardization Administration of the People's Republic of China will strive for the successful renewal of the cooperation project contract.
In his speech, Deputy Director Tian Shihong pointed out that in the current international landscape, China is fostering a new development paradigm with domestic circulation as the mainstay, and domestic and international dual circulations reinforcing each other. Qingdao should make good use of the brand images of the Qingdao Forum on International Standardization and ISO International Standardization Training Base, and realize the new development pattern featuring "domestic circulation and dual circulation" through the standardization cause, and explore new advantages for domestic companies and Qingdao local enterprises to participate in international cooperation and competition in a new situation.
