2025 Qingdao Forum on International Standardization will be Held in July in Qingdao

On the morning of June 25, the Qingdao Municipal People's Government Information Office held a press conference where the Qingdao Administration for Market Regulation introduced the preparations for the 2025 Qingdao Forum on International Standardization (QFS). It was announced that 2025QFS will held from July 8 to 10 at the Qingdao International Conforence Center, under the theme "High-Level Standards Leading High-Quality Development." The 2025QFS will adopt a "1+5+N" framework and is expected to host approximately 380 domestic and international guests.


1.Qingdao Has Successfully Hosted Four Tims
Standards serve as a technical foundation for economic activities and social development and are a crucial aspect of a country's fundamental systems. They play a foundational and leading role in promoting trade, advancing technological progress, supporting industrial development, and regulating social governance. From 2017 to 2023, Qingdao successfully hosted 2017QFS, 2019QFS, 2021QFS and 2023QFS, held biennially, with themes such as "Standards Make Cities Smarter," "International Standards and the Fourth Industrial Revolution," "Standards for Sustainable Development Goals," and "Standardization for Green, Low-Carbon and High-Quality Development."
Today, the QFS has become a high-profile, high-level international standardization event and a premier platform for exchange in China. It serves as an important vehicle for building consensus, expanding openness, and fostering international cooperation in industrial and technological standards. To date, the conference has welcomed over 2,100 guests from more than 100 international and regional standardization organizations and national standard bodies, including leaders from the IEC, ISO, ITU, and United Nations agencies, as well as representatives from CEN and national standardization bodies from the UK, Germany, France, and other countries. Attendees also include academicians from the Chinese Academy of Sciences and Engineering and representatives from major domestic enterprises.
The four QFS have yielded fruitful results, achieving a transition from "global participation to global recognition." They have significantly promoted international exchange and mutual learning in standardization, consolidated consensus on international standardization cooperation, and enhanced the global influence of Chinese and Qingdao standards. These efforts have played a vital role in advancing the openness of standards as an institutional framework. At the opening ceremony of the 2023QFS, Sergio Mujica, Secretary-General of ISO, stated, "I'm happy to recognise that QFS has became a flagship event for International Standardization. Today, Qingdao is the global capital for International Standardization."
2.The Conference Adopts a "1+5+N" Framework
The 2025 QFS has been approved by the Shandong Provincial People’s Government, it will be hosted by the Qingdao Municipal People's Government, and organized by Qingdao Administration for Market Regulation. The QFS will be host from July 8 to 10 at the Qingdao International Conference Center, adopting a hybrid online and offline format. The QFS will follow a "1+5+N" structure: one opening ceremony and keynote speeches, five sub-forums, and server standardization activities.
On the morning of July 9, the opening ceremony and keynote speeches will be held, featuring the release of significant standardization achievements and signing ceremonies. Keynote speakers will include leaders from domestic and international standardization organizations, academicians from the Chinese Academy of Engineering, and representatives from major enterprises, who will address the forum theme.
In the afternoon, five Sub-forum will be held. Experts, scholars, and representatives from enterprises and institutions will engage in discussions around the themes of these parallel sessions. The conference's topics highlight international elements while aligning with national directives on standards-led development and economic growth. They also closely connect with Qingdao's municipal priorities, focusing on key industries such as artificial intelligence, the low-altitude economy, new energy, and green transformation. Domestic and international guests will provide insights on how standardization can support Qingdao's "10+1" innovative industrial system.
3.Approximately 380 Domestic and International Guests to Attend
QFS attendees include leaders from international standards organizations such as the IEC, ISO, GS1, and the World Sustainable Standards Organization (WSSO), representatives from organizations such as DKE will also participate. The total number of attendees is expected to reach around 380, including approximately 40 international guests.
Since last year, the Qingdao Municipal People's Government has been preparing for the QFS. The Qingdao Administration for Market Regulation established a preparatory task force, which has collaborated with higher-level authorities and local units to advance various tasks, including approvals, guest invitations, topic collection, funding, safety protocols, and logistical arrangements. Currently, all preparations are progressing smoothly.
